More Secure System as an option for sellers as well as buyers

I wanted to set it for order number and e-mail (or phone# and order number) for a more secure system.
That way only the person who got the e-mail and had the order number could see the location of their package.
But it seems you can do either by themselves but not both together.
My feeling is, anyone can input a number above or below their number by mistake and get a totally different persons tracking.
Also if they know a persons e-mail and that person has ever ordered, they could find the address of the person that way by seeing the tracking ship to address.
Same with just entering the order number.
But…
If you make them input both the e-mail and the order number (or phone# and order number) then I feel that is more safe for the person who ordered from us.
I would like to see that as an option.. or even phone number and order number if a store owner has it set for phone number order entry.
Either way would be great but only as an option setting. Some store owners will want to keep the current set-up so don't change that.
